Disaster Management and Mitigation Careers
Disaster Management is the discipline of dealing with risks. It is a discipline that involves preparing, supporting, and rebuilding society when natural or human – made disasters occur. Effective disaster management relies on thorough integration of emergency plans at all levels of government and non – government involvement.
Activities at each level ( individual, group, community ) affect the other levels. It is common to place the responsibility for governmental emergency management with the institutions for civil defence or within the conventional structure of the emergency services. Disasters can strike at any time, at any place. Nearly three million people worldwide may have been killed in the past 20 years due to natural disasters such as Landslides, Earthquakes, Floods, Snow Avalanches, Cyclones etc.
Ninety per cent of the natural disasters and ninety five percent of the total disaster related deaths worldwide occur in developing countries in which India has the second largest share. India with diverse hypsographic and climatological conditions has 70 per cent of the cultivable land is prone to drought, 60 per cent of the land area is prone to earthquake, 12 per cent to floods, 8 per cent to cyclones, 85 per cent of the land area is vulnerable to number of natural hazards and 22 states are categorized as multi hazards states.
Tens of thousands of people are affected by these natural disasters. We have seen in the recent past that country suffered impact of earthquake even where the seismicity was low as per the seismic zoning map, as in the case of Maharastra and droughts have occurred in the areas with highest rainfall i.e. Cherrapunji in the north east. In spite of the best efforts by the governments, external assistance and available technologies and media, the 1999 super cyclone of orissa and 2001 earthquake of Gujarat and most recently kashmir – muzzafarabad earthquake 2005 have inflicted untold misery.
Disaster Management Training is useful for NGOS, social work students or volunteers providing support and rehabilitation measures during disasters. It is also beneficial for the home guard personnel, paramilitary organizations, civil defence personnel, scientists, meteorologists and environmentalists. It proves useful for functionaries of rural development and primary health centres, administrative services and relief workers.
The emerging thrust areas in the discipline of disaster management include emergency planning and management, risk and business continuity management, risk assessment, health and safety, relief and developmental engineering and management, health management and rehabilitation. The Disaster Management course covers topics like risk assessment and preventive strategies, legislative structures for control of disasters, disaster preparedness, disaster communication, measures for disaster mitigation, application of GIS in disaster management, rescue and resuscitation.
Specialization can be done in the Fields of Mining, Chemical Disasters, and Technical Disasters etc.
