3rd NATIONAL CERTIFICATION EXAMINATION FOR ENERGY MANAGERS AND ENERGY AUDITORS-2006

As per the Energy Conservation Act 2001, it is mandatory for the designated consumers to get energy audit conducted by an Accredited Energy Auditor (under clause 14(h) and 14(i) and to designate or appoint an Energy Manager (under clause 14(l)]. BEE has been empowered to specify the qualification criteria and procedures for the certification of Energy Managers and qualifications for Accredited Energy Auditors.

Eligibility: The passing of the National level certification examination is the qualification for an energy manager to be appointed or designated as Certified Energy Manager. For accreditation of energy auditors, certification of energy auditor may be one of the prerequisites besides other criterions before an energy auditor is considered for accreditation. It will be the accredited energy auditor who will be allowed to undertake the mandatory energy audit under the Energy Conservation Act 2001 and not the certified energy auditor. Eligibility Criteria for a candidate to become eligible to write the national level certification examinations are given below:-

For Energy Managers

Candidates should possess any one of the following qualifications:

a) A Graduate Engineer or equivalent with 3 years of work experience.

b) M.Tech/ M.E. or equivalent with 2 years of work experience.

c) Graduate Engineer with Post Graduate Degree in Management or equivalent with 2 years of work experience.

d) Diploma Engineer or equivalent with 6 years of work experience.

e) Post Graduate in Science with 5 years of work experience.

For Energy Auditors

Candidates should possess any one of the following qualifications:

a) A Graduate Engineer or equivalent with 3 years of work experience.

b) M.Tech / M.E or equivalent with 2 years of work experience.

c) Graduate Engineer with Post Graduate Degree in Management or equivalent with 2 years of work experience.

Candidates without experience may also apply for either of the above examinations. However, the certificate will be awarded only on acquiring the required work experience and qualifying in viva voce examination, as applicable.

National Certifying Agency: BEE has retained National Productivity Council (NPC) as the National Certifying Agency to conduct and administer the National Certification Examination for Energy Managers and Energy Auditors.

Examination Dates: 22nd & 23rd April 2006 (Saturday and Sunday)

Proposed Examination Centres (for written examination): Ahmedabad, Bangalore, Bhopal, Bhubaneswar, Chandigarh, Chennai, cochin, Dehradun, Delhi, Goa, Guwahati, Hyderabad, Jabalpur, Jaipur, Kanpur, Kolkatta, Mumbai, Nagpur, Patna, Pune, Raipur, Thiruvananthapuram and Vadodara.

Proposed Examination Centres (for viva voce examination): Delhi, Mumbai, Kolkatta and Chennai.

Examination will contain the following papers

Paper – 1 General Aspects of Energy Management & Energy Audit for EM & EA
Paper – 2 Energy Efficiency in Thermal Utilities for EM & EA
Paper – 3 Energy Efficiency in Electrical Utilities for EM & EA
Paper – 4 Energy Performance Assessment for Equipment & Utility Systems (open book examination) for EA.
Viva-Voce For EA.

a) For the Certification of Energy Managers, the candidate has to appear in Three Papers of written examination viz., Paper-1, Paper-2 and Paper-3.

b) For the Certification of Energy Auditors, the candidate has to appear in all the above Four Papers of written examination and Viva-Voce Examination.

c) Paper 1, 2 and 3 are common for Energy Managers & Energy Auditors. Any candidate, qualifying in these three papers will be eligible for Energy Manager Certification. For Energy Auditor Certification, the candidate has to qualify in all the four papers and the viva-voce examination as well. The degree of difficulty in paper 4 as well as viva-voce will be comparatively much higher than other papers.

Cost of Prospectus & Application

Prospectus and application form can be obtained by sending Rs.500/- (Rupees Five Hundred only) by crossed Demand Draft drawn in favor of “Bureau of Energy Efficiency “payable at “Chennai” at the below mentioned address. In case of SC/ST/OBC* candidate whose annual income is less than Rs. One Lakh, the cost of prospectus and application form is Rs.250/- (Rupees Two hundred and fifty only) and they have to submit copies of required proof.

However, the candidate has to pay the cost of application as given above towards application processing fee in addition to Examination Fee.

Supplementary candidates

Separate intimation is being sent to the supplementary candidates of 1st & 2nd National Certification Examination for Energy Managers& Energy Auditors and also necessary instructions along with the prescribed application can be downloaded from the above websites.
