Candidates should use only the OMR application forms purchased either from the Head Post Offices or from the sales counter of the Commission’s office. The application forms will not be supplied to the candidates by post. No other typed or printed or xeroxed / Photocopy of the application form will be accepted and such application will be summarily rejected.

Candidates can also avail themselves of the facility of applying on ‘Online’ on the Commission’s Website “ www.tnpsc.org ” or at “ www.tn.gov.in/tnpsconline ” Candidates should possess and keep ready Demand draft for Rs.155/- (i.e. Application fee of Rs.30/- and Examination Fee of Rs.125). before Registering on Online. Candidates claiming exemption from payment of Examination fee should possess and keep ready Demand draft of Rs. 30/- towards the application fee. Candidates applying through Online shall abide by the Commission’s Instructions laid down in this Notification / Advertisement. (Candidates applying through Online should send the applications (i.e. printout taken from online duly signed by the candidate) along with required copies of certificates and Demand draft so as to reach the Commission’s office on or before the last date for receipt of applications failing which, their application will be rejected).

A member of the Adi Dravidar castes viz. SCs on conversion to Sikh or Buddhism will be entitled to the concession admissible to Adi Dravidar castes (Hindu) (SCs).

The selection will be made following the rule of reservation of appointments including for 30% reservation of vacancies for women and 3% reservation of vacancies for Physically Handicapped candidates for deaf and orthopaedically handicapped. Blind candidates are not eligible to apply for these posts. The individual shall produce a certificate of physical fitness from the Medical Board to the effect that their Handicap will not affect the performance of the job to which he / she has been selected before appointment. (Reservation for Physically handicapped persons will not apply to recruitment to the posts of Junior Electrical Inspector, Assistant Inspector of Factories and Assistant Engineer in the Rural Development and Panchayat Raj Department)

The number of vacancies advertised is only approximate and is liable to modification with reference to vacancy position at any time before or at the time of actual recruitment. (vi) Recruitment to these posts is subject to the result of various cases filed in the High Court, Chennai, which are still pending.

If no qualified and suitable Woman candidates are available for selection, against the vacancies reserved for them, those vacancies will be filled by male candidates belonging to the respective communal categories.

If no qualified and suitable Physically Handicapped candidates are available for selection against 3% reservation, the vacancies will be filled by the candidates who are not Physically Handicapped belonging to the respective communal category.

Preference given to “Destitute Widows” announced in paragraph 6(A) of the Commission’s “Instructions, etc. to candidates” will not apply to this recruitment.

4. DATE OF NOTIFICATION: 30.11.2006.

5. AGE : (Common for all the posts) Below 30 years as on 01-07-2006. Note:- (i) Age Concession of 5 years in the maximum age limit would be applicable to unemployed youth and those who are already in Government Service as per G.O.Ms.No.98, P & AR (S), dated 17.7.2006 and G.O.Ms.No.152, P & AR (S), dated 18.9.2006.

No age limit for SCs / STs, MBCs / DCs, BCs and Destitute Widows of all castes. Explanation: The term “Destitute Widow” has been defined in the ‘Note’ under paragraph 4(A) of the Commission’s “Instructions, etc. to Candidates”. In the above said ‘Note’, the monthly income of Rs.1000/- for Destitute Widow, should be read as Rs.4000/-. (Some more details regarding concessions have been given in paragraph 14 below).

6. QUALIFICATION :-

Candidates should possess the following or its equivalent qualification on the date of this Notification viz. 30.11.2006.

1. (a) Assistant Engineer (Civil) in Water Resources Organisation, Public Works Department

(b) Assistant Engineer (Civil) in Buildings Organisation, Public Works Department.

B.E. degree in Civil Engineering or Civil and Structural Engineering of any University or Institution recognised by the University Grants Commission for the purpose of its grants;

OR A pass in Sections A and B of the Institution Examinations under Civil Engineering branch, subject to the following further conditions namely:-

(i) Should furnish evidence of having undergone practical training in surveying for a period of not less than one year; OR (ii) Should have put in service for a period of not less than one year in Public Works Department as Overseer or Junior Engineer; OR (iii) Should hold the Upper Subordinate or L.C.E Diploma of the College of Engineering, Guindy or L.C.E. Diploma awarded by the State Board of Technical Education and Training, Chennai.
2. Assistant Engineer (Civil) in Highways Department A degree in Civil Engineering of any University or Institution recognised by the University Grants Commission for the purpose of its grants; OR A pass in Sections A and B of the Institution Examinations.
3. Assistant Engineer (Mechanical) in Highways Department A degree in Mechanical Engineering of any University or Institution recognised by the University Grants Commission for the purpose of its grants; OR A pass in Sections A and B of the Institution Examinations.
4. Junior Electrical Inspector A degree in Electrical Engineering of any University or Institution recognised by the University Grants Commission for the purpose of its grants.
5. Assistant Inspector of Factories A Degree in Mechanical or Electrical or Chemical Engineering or Textile Technology of any University or Institution recognized by the University Grants Commission for the purpose of its grant.
6. Assistant Engineer in the Rural Development and Panchayat Raj Department. A B.E. Degree in Civil Engineering of any University or Institution recognised by the University Grants Commission for the purpose of its grant. OR A pass in Sections A and B of the Institution of Engineers (India) under Civil Engineering Branch, subject to the condition that he/she should furnish evidence of having undergone practical training in surveying for a period of not less than one year.

Proviso to be read with the qualifications relating to all the above posts except Assistant Inspector of Factories.

Provided that other things being equal, preference shall be given to those who have undergone one year Apprenticeship Training under the Government of India Scheme or the State Government Apprenticeship Scheme.

7. EXAMINATION FEE: Rs.125/- (Rupees One hundred and twenty five only) by means of a crossed account payee Demand Draft obtained on or after 1.12.2006. (For further details except fee please refer paragraph 2 under Part III of the Information Brochure).

8. CERTIFICATE OF PHYSICAL FITNESS:-

A candidate selected for appointment to any of the above posts will be required to produce a certificate of physical fitness in the form prescribed for “Executive Posts”.

Standard of Vision:-

The standard of vision required for the post of Assistant Engineer (Civil) in Public Works Department and Junior Electrical Inspector are ‘Standard III or better’ and for the post of Assistant Engineer (Civil / Mechanical) in Highways Department, Assistant Inspector of Factories and Assistant Engineer in the Rural Development and Panchayat Raj Department are “Standard II or better”. For appointment to any of the above posts, colour blindness will be a disqualification. Night blindness will also be disqualification for the post of Assistant Inspector of Factories.

9. PROCEDURE OF SELECTION:-

The selection will be made in two successive stages i.e., (i) Written Examination and (ii) Oral Test in the shape of an interview. The final selection will be made on the basis of the total marks obtained by the candidates at the Written Examination and Oral Test taken together subject to the rule of reservation of appointments. Candidate’s appearance both in the Written Examination and Oral Test is compulsory. A candidate who has not appeared for the Oral Test will not be considered for selection even if he / she secures in the Written Examination the qualifying marks for selection. (For details please refer paragraph 6(b) of the Information Brochure under Part III).

The scheme of Written Examination and Oral Test has been given in Annexure to this Notification / Advertisement.

Note:

Candidates should choose and write the Examination at any one of the centres mentioned above.

Candidates will be required to appear for the Written Examination at the Centre chosen in their applications at their own expenses.

Requests for change of Centre will not be complied with. The Commission reserves the right to increase or decrease the number of examination centres taking in to account the number of applications received for this recruitment and to re-allot the candidates to the nearest place of their residence.

11. PREFERENCES FOR SELECTION OF POST.

A candidate who applies for more than one posts with the same qualification should specify in column 23 of the OMR application form the order of preference as to the posts to which he/she wishes to be selected. (For further details in this regard, please refer paragraph 3 under Part –III of the Information Brochure).

12. LIST OF ENCLOSURES TO BE SENT ALONG WITH APPLICATION:-

The Candidates should enclose all the copies of certificates mentioned in Para 4 of Information Brochure, Under Part III along with a Demand Draft to the value of Rs.125/- (Rupees One Hundred and twenty five only) unless exemption of fee is claimed. Original Certificates should not be sent. Those applying through Online shall also send the copy of certificates as required in the Instructions. Besides the above, the candidate who apply for the post of Assistant engineer (Civil) in PWD should send a copy of any or both the following certificates, if applicable:

Evidence for having undergone practical training in surveying for a period of not less than one year (if applicable)

Certificate for having put in service for a period of not less than one year in P.W.D as Overseer or Junior Engineer (If applicable).

Note: The applications received without the copies of certificates will be rejected. 13. ISSUE OF APPLICATION FORMS:-

The OMR application form, along with an INFORMATION BROCHURE containing General Instructions for filling up the application form, an acknowledgement card, Commission’s “Instructions, etc. to candidates” and an envelope for sending application can be obtained from any one of the HEAD POST OFFICES in Tamil Nadu or from the Head Post Office, Puducherry or from the Post Office of Lalgudi or Virudhachalam on payment of Rs.30/- (Rupees Thirty only). (The list showing names of Post Offices is available on the Internet in the Commission’s website www.tnpsc.org or at www.tn.gov.in/tnpsconline.

The application forms can also be obtained in person from the sales counter of the office of the Tamil Nadu Public Service Commission, Omanthoorar Government Estate, Chennai-600 002, till 5.15 p.m. of the closing date without lunch interval, on requisition in writing either in English or in Tamil specifying the name of the Post and Advertisement number with a Crossed Indian Postal Order or Crossed Account Payee Demand Draft to the value of Rs.30/- (Rupees Thirty only) obtained on or after 1.12.2006

The Crossed Indian Postal Orders should be payable to the Secretary, Tamil Nadu Public Service Commission, Chennai-600 002 at the Anna Salai Head Post Office, Chennai-600 002. The Crossed Account Payee Demand Draft obtained from any branch of the State Bank of India should be payable to the Secretary, Tamil Nadu Public Service Commission, Chennai-600 002 at the State Bank of India, Service Branch (8443) Chennai. If it has been obtained from any other bank, it should be payable to the above authority at Chennai.

Note:-

Column 11 of the OMR application form need not be filled by the candidates. Columns 1,3 and 4 in the OMR application should be filled up only with reference to the details available in this advertisement.

14. CONCESSIONS:-

Concessions in the matter of age, and / or fees allowed to SCs, STs, MBCs/DCs, BCs, Destitute Widows, Ex-Servicemen, Physically Handicapped persons, discharged and serving temporary State Government employees below 40 years of age, etc. are given in the Commission’s “Instructions, etc. to candidates”.

Note:

The Physically Handicapped candidates should mention at the top of their application as “This application relates to a Physically Handicapped candidate”.

The candidates can utilise the “SPEED POST” Services wherever available, for mailing their applications to Tamil Nadu Public Service Commission.

Note:

The existing syllabi for the above subjects under, Paper-I & Paper-II have been clubbed together and constituted as a Single syllabus. A single question paper in the said syllabus is to be answered by the candidates in their respective subjects. The said question paper will be set in English only.

Candidate should specify in Col.22 viz. Optional Subject 1.(though the subject to be specified by the candidate is not an optional subject) of their application forms the subject in which they have to answer. They should choose only the subject in which they have obtained the qualification.

The syllabi for these posts are made available in the Commission’s Website www.tnpsc.org and www.tn.gov.in/tnpsc and has also been published in the Tamil Nadu Public Service Commission Bulletin, dated 16.05.2001.

The subject paper Civil Engineering will consist of questions in Civil and Structural Engineering.
