Children’s Census to be launched on May 2

Thiruvananthapuram: The Government is launching a comprehensive children’s census on May 2 to plan measures to ensure for them quality education, Education Minister M.A. Baby said here on Friday.

‘Children’s Census 2007,’ as it will be called, is part of the Union Ministry of Human Resource Development’s Sarvasiksha Abhiyan programme. Kerala will be implementing the programme with certain changes relevant to the sitution in the State, the Minister said at a press conference here. The census will be completed in three days employing ‘campaign mode,’ he added.

The departments of General Education, Local Self Government and Social Welfare will work together to implement Sarvasiksha Abhiyan in the State. Data relating to all the factors involved in children’s education, being gathered through the census, will form the basis for the strategies to be adopted for effectively carrying out the programme. Every person under the age of 18 years will be covered by the census.

At what age a child joins school; is it introduced to schooling at the right and, if not, why; is every child getting interrupted schooling and what exactly is the reason if it drops out along the say are some of the points that will be verified in the census.

“Children marginalized by circumstances need not to be identified so as to provide them with whatever support they need to pursue good education.

The information will be digitalized and updated from time to time. We are planning to implement the programme with the total involvement of society,” the Minister said.

Minister for Local Self Government Paloli Mohammed Kutty will head the State-level committee for implementing and monitoring the programme.

Mr. Baby and Minister for Social Welfare P.K. Sreemathy are its co-chairpersons. Subordinate committees have already been formed at the district and panchayat levels, Mr.Baby said.

He said each child would have an identity number after the census and the Government would keep track of its progress in education, stepping in with a helping hand whenever required. The local bodies will have a key role in the programme.
