Bill to amend Tamil Nadu Universities Laws tabled in House

A Bill to amend the Tamil Nadu Universities Laws was tabled in the Assembly on Monday, to enable the Government to take over six constituent colleges.

The A.C. College of Engineering and Technology, Karaikudi; the Government College of Engineering, Bargur: the Government College of Technology (Autonomous), Coimbatore; the Government College of Engineering, Salem; the Thanthai Periyar Institute of Technology, Vellore; and the Government College of Engineering, Tirunelveli, will now be transferred to the Government from their universities.

The Tamil Nadu Universities Laws (Amendment) Act, 2007, facilitates amendments to the Chennai University Act, the Madurai Kamaraj University Act, the Bharathiar University Act, the Bharathidasan University Act, the Mother Teresa Women`s University Act, the Alagappa University Act, the Periyar University Act and the Thiruvalluvar University Act by specifying, “on and from the date of commencement of the [amended] Act, the colleges specified in [schedules that designated them as constituent colleges] shall cease to be constituent colleges of the University and the control and management of those colleges shall stand transferred to the government”.

The present amendment nullifies all amendments made to university statutes in 2002 to facilitate the conversion of all Government Colleges of Arts and Science and Education into constituent colleges of the respective universities. The conversion was made to improve research activities and attract more funds from Central and other agencies to improve infrastructure.

“The functioning of the constituent colleges was examined in consultation with the Director of Collegiate Education, and it was revealed that the conversion has not yielded the expected results. Therefore, it has been decided to convert the constituent colleges into government colleges by amending the Acts of the universities”, Higher Education Minister K. Ponmudi said in a statement of objects of the Bill.
