Recently it has been observed by the Government of India and by the Medical Council of India that certain entities have issued misleading advertisements for luring innocent Indian students for admissions in MBBS from foreign universities. It is also mentioned in such advertisements that 'recognition of degree by MCI would be in accordance with Section 13 of I.M.C, Act, 1956. It has also been mentioned that the degrees will be offered by the foreign universities with study partly in India and partly in foreign universities.

Attention of the public is drawn that MCI has not permitted any foreign university to establish a campus in India for imparting medical education. No foreign university has been permitted by the MCI to start medical course leading to degree equivalent to MBBS in India or to establish such a campus in India. These medical degrees are not approved by the MCI.

As per the provisions of Section 10A of the I.M.C. Act, 1956, medical college shall open any medical course which would enable a student for the award of any recognized medical qualification except with the previous permission of the Central Govt.

As per Regulation 9 of the Screening Test Regulations the eligibility certificate is valid only for candidates to join a medical institution outside India to obtain a primary medical qualification and for undergoing the screening test on return. This eligibility certificate cannot be used by any student to actually join an institution in India [ which is not granted permission / recognition by the MCI ] on the pretext that the degrees are purportedly awarded by foreign universities.

The use of eligibility certificate for a student to enroll part of study in India and part of study abroad is not permitted by IMC Act, 1956 and the Regulations framed there under and such a use may result in the cancellation of the eligibility certificate by the MCI in accordance with the provisions of Screening Test Regulations.

It should also be noted that the students who take admission in any medical college abroad covered under section 13 have to pass Screening Test upon their return to India before they can be registered with any Medical Council.

Public at large is cautioned and warned to not to take admissions in any such foreign institutions not approved by the MCI and not to get deceived by any such misleading advertisement. All aspiring Indian medical students are hereby advised that before taking admission in any foreign medical college / university, they should ascertain status of the concerned foreign medical university / medical college from MCI and also obtain Eligibility Certificate from MCI. Students seeking admission to Indian medical colleges/deemed universities are also advised to check the website of the Ministry of Health Family Welfare, Government of India (www.mohfw.nic.in) or Medical Council of India (www.mciindia.org) before taking admission in any medical college in India or abroad.
