Managements of Schools and Colleges

Applications in the prescribed format are invited from the managements of reputed schools and colleges for designating as the Regional Field Units of the National Testing Service [NTS], India .

For the first time in India, the formulation of the NTS, meant to cater to the testing requirements of the country, has been initiated as perceived by various commissions of education and subsequently envisaged in the NPE / POA 1986, NPE RC 1990, and CABE 1992. The responsibility of implementing this vital scheme, has been entrusted to the Centre for Testing and Evaluation in view of its 2 decades of experience in producing basic reference materials and trained-manpower.

As a step in this direction, 3 Task Groups (TGs), viz., Research & Development (R & D), Survey & Documentation (S & D), and Consultancy & Training (C & T) are being created by inducting 51 personnel (academic, technical, and ministerial). The NTS is proposed to be developed with inputs drawn initially from language disciplines (Hindi, Tamil, & Urdu and subsequently the remaining scheduled languages) before extending the same to other disciplines.

The immediate focus is on the two crucial levels (standard XII and degree) out of the seven levels of general education. In order to have the NTS as a participatory movement on quality control, 60 Regional Field Units are proposed to be created across 15 States / Union Territoriesof the country. The TGs are responsible for achieving the target fixed for them by gradually associating at the rate of 6000 teachers of schools and colleges per annum.

Objectives of the NTS are:

  • To formulate a framework on the concept based continuum of graded syllabi for the courses in Indian languages applicable to all the seven levels of general education
  • To develop norms and standards for making use of them
  • To create a centralised mechanism comprising standardised graded tests for quality control (on a common scale) and to determine the aptitude / achievement / proficiency of any individual in the language concerned.

Applications:

  • To maintain inter-language comparability across the courses in Indian languages at the national level intra language comparability at the regional levels
  • To accredit the language courses as well as the institutions that are involved in imparting them
  • To decide the language competence of individual with reference to his / her minimum levels of acquisition / learning in the context of Native / Second / Foreign Language for the purposes of admission, certification, and employment
  • To facilitate delinking of degrees from jobs in due course.

The 60 regional field units - 20 each per language (10 each for school and college level) are proposed to be established in the following locations at the rate of 2 per region.

7. Bihar Patna, Bhagalpur, Gaya, Muzaffarpur, Darbhanga, Saharsa
8. Jharkand Ranchi, Jamshedpur, Danabad, Bokaro
9. Madhya Pradesh Indore, Bhopal, Jabalpur, Jhansi, Gwalior
10.Chattisgarh Bilaspur, Raipur, Bastar, Bhilai

Note:

1. Regions and Locations indicated above are only tentative. Managements of Private, Corporate, Aided, and Government Institutions from other locations can also apply if they feel that the location of their institution is potential enough for NTS operation. Based on the interest and responses received from various Institutions, the actual locations for the field units will be finalised. 12 zonal centres - 4 per language (2 each to represent school & college levels) may also be created at a later stage from among the Regional Field Units.

2. Managements who have already applied in response to our earlier ads.need to re-confirm through a letter stating that their earlier application holds good in the light of the revised terms & conditions.

3. The decision on designating RFUs will be taken by a committee constituted for this purpose after making a personal visit to the institution and also after an interaction with the management concerned. The process will start w.e.f Oct 2007.
