Student Overcomes Bangalore University

Bangalore: Students made to run from pillar to post to set right anomalies in marks card entries is not uncommon in Bangalore University.

Vibhasri R Gurjal, a student of BMS College for Women, was another victim of callousness of the examination system but she finally got justice from a very unlikely institution — the State Commission for Women.

Vibhasri’s fight for justice with the support of her father G R Ramadas, a retired college teacher, took three years but finally resulted in the BU Syndicate passing a resolution to set right the anomaly with 130 more students benefiting in the process.

It all began in 2004 when Vibhasri was studying semester BA with economics, sociology and psychology as her optionals. A bright student throughout, she secured first class with 330 out of 500 marks, but to her shock she found that she had been awarded zero marks in internal assessment in all her papers. When she approached the university, she was told that the college had not sent her internal assessment marks to the examination section. The college authorities in turn blamed the varsity.

After several representations to the evaluation wing, BU sent a letter to Vibhasri in September 2006 stating that as the college had not sent her internal assessment marks on time it was presumed that she had secured zero marks and the results were processed accordingly. “Internal assessment marks once awarded is final. Under no circumstances, revision of internal marks will be entertained”, the letter said quoting a university circular. Treat the matter as closed, is what the university said.

Having exhausted all options in getting a revised marks card, Vibhasri, now in her final semester and keen on pursuing post-graduation, petitioned the State Commission for Women. The commission took up the matter in June 2007 and issued notices to the college principal and university registrar. In the commission proceedings, initially the college and the university blamed each other for the delay.

But as the hearing advanced, the university syndicate met on August 4 and relaxed its guidelines on the deadline for receiving internal assessment marks from colleges. As a one time measure it decided to accept the belated marks list sent by colleges including that of Vibhasri. A fine of Rs 10,000 was imposed on the colleges for the lapses.

A revised marks card was issued to Vibhasri on August 28 by the university. She had secured 41 additional marks in the internals and her total score in her first semester went up to 371. Due to the syndicate decision, 130 students from various colleges also benefited. The commission closed the case with an observation that Vibhasri could approach a “suitable forum” for compensation for the suffering she had to go through.
