Invitation for Expression of Interest (EOI) for preparing proposal for Designing and Implementing e-Governance Project
University Grants Commission (UGC) is a statutory body established in 1956 by an act of parliament for the purpose of finding as well as coordinating, determination and maintenance of quality standards in higher education in India. The higher education in India includes around 300 universities affiliating more than 17, 000 colleges that enroll over 100 lakhs of students with a teaching community of about 5 lakh teachers.
The mandate of UGC includes promotion and coordination of higher education in India, setting standards of curriculum teaching evaluation and research in universities and colleges, monitoring developments in higher education disbursing funds of institutions, and serving as a link between various agencies of central and state governments. UGC implements its programme through 14 bureaus at Delhi and 7 regional centres across the country employing a workforce of about 800 peoples with an annual budget provision of more than 2500 crores.
UGC now wisher to initiate and implement e-Governance procedure in orders to bring in total transparency and accountability into administration of its functions and improve its total transparency and accountability into administration of its functions and improves its responsiveness and delivery mechanisms to his stakeholders. Three-Governance system must also provided mechanisms to govern effectively and management and use of key assets such as human assets, financial asserts physical assets, information assets and relationship assets.
Expression of Interest (EOI) is invited from reputed consulting organizations for preparing project document for implementing the proposed e-Governance project in a phased manner. The report should be compressive e-Governance Architecture for implementation, design of e-Governance implementation model, and the support that can be provided by the consulting firm during implementation.
The intending organizations must have expertise in conducting BPR studies and implementing large e-Governance projects in India / abroad, particularly in the area of educational management and governance administration.
Applications giving details of their expertise, experience, projects handled in the past list of experts in the organization and financial status along with supporting documents should be submitted to the Secretary, University Grants Commission, Bahadurshah Zafar Marg, New Delhi –110 002.
