Autonomous Colleges seek presence in University Bodies
A gathering of 18 autonomous colleges from across Karnataka, here on Sunday, resolved to form a joint forum comprising college managements, principals and teachers.
To take the issue forward, the delegates resolved to form a five-member executive committee to “prepare a working paper for common statutes”, which will be submitted to the Government in the next 15 days.
The decision, which is part of a nine-point resolution adopted by these colleges, was taken on Sunday at the end of a two-day seminar-cum-workshop on issues surrounding collegiate autonomy in the State organised jointly by St. Aloysius College and St. Agnes College.
The resolution document has been titled “Mangalore declaration on autonomy with accountability”.
One of the key resolutions was to make a bid for “representation to autonomous colleges in the Academic Council and Syndicates of the universities to which they were affiliated.
A decision was taken to “urge the Government of Karnataka to come out with a new statute in accordance with the UGC guidelines that would be common to all autonomous colleges in the State”.
The colleges had decided to agitate for the revised statutes to be implemented in the next six months.
Taking the bid for common treatment to all autonomous colleges forward, the delegates decided to urge for parity in university levies such as affiliation and registration fees.
Huge disparities were said to exist in these levies from university to university.
It was decided that the Government should be urged to “play a proactive role in granting more deserving colleges autonomous status” and “to request the Government to involve all university officials in a campaign to create awareness about the conceptual aspects of autonomy”.
The colleges had decided to lobby for the creation of “separate cells in the Higher Education Department as well as in all universities for dealing with issues of autonomy”.
