CENTRAL SCHEME TO BENEFIT GIRLS FROM SINGLE CHILD FAMILIES

Free education in CBSE schools and graduate scholarships latter

In a bid to address the bias against the girl child, the Government on Thursday announced that every girl from single child families would be eligible for free education from classes VI to VII in schools affiliated to the Central Board of Secondary Education (CBSE) from the ongoing academic year. Also, the University Grants Commission (UGC) will launch a post - graduate scholarship for girls who are an "only child".

These schemes and measures will be implemented out of the resources of the institutions concerned. Human Resource Development (HRD) Ministry officials said CBSE would transfer money to schools to help them meet the fee waiver. Tight - lipped about the budget for the scheme, they said a formula had been worked out based on the expenses incurred by the Government on a student in its schools.

The Government spends Rs.1,100 a month per child, while private schools spend between Rs.900 and Rs.1,000 a month. Though Ministry officials said private schools were consulted before taking a decision, National Progressive Schools Conference an umbrella organization representing public schools across the country members maintained they were unaware of such a move.

Concession in fees

In the case of couples with only two girl children, both wards are entitled to a concession in fees up to 50 percent each. The fee includes all charges except transport and food. At the post - graduation level, a single girl child will be eligible for a scholarship of Rs.2,000 a month at any recognized institution. As in the case of schools affiliated to CBSE, the UGC will make a similar provision as a condition of affiliation/approval all its programmes and courses. Simultaneously, the Government will initiate discussions with other examination boards and affiliating institutions to draw up similar schemes for the benefit of the single girl child.

The scholarships awarded under this category will not affect any other such benefit a student may be drawing from another source. At the college / University level, every single girl child will be called 'Indira Gandhi Scholar' after the country's first woman Prime Minister who was a single girl child herself.

This apart, the Ministry also plans to support meritorious girl students through a different set of scholarships. Based on its Class XII examination results, CBSE will offer 550 scholarships worth Rs.500 a per month for under - graduate courses in non - medical and non - engineering courses in recognized colleges.

For medical and engineering courses, CBSE will offer 500 scholarships to students clearing its entrance examinations for these programmes. The scholarship will be worth Rs.1,000 a per month. Of the 500 scholarships, 350 will be for engineering students and the remaining for medical students. Similarly, the UGC will have a post - graduate scholarship scheme worth Rs.2,000 a per month for all first and second rank holders in B.A., B.Sc. and B.Com. courses.
