IUB Norms on PG Courses

Gulbarga University violates IUB Norms on PG Courses

It has come to light that the Gulbarga University has been violating guidelines fixed by the Inter – University Board (IUB) in sanctioning of postgraduate courses in affiliated colleges.

Though the IUB decided to allow affiliated colleges to run postgraduate courses in 2005, it put a condition that the permission for it should be given only to colleges with experience in running undergraduate courses for at least five years.

However, Gulbarga University had not followed the guidelines while according permission and had been sanctioning postgraduate courses in new colleges with no experience.

Taking serious exception to Gulbarga University sanctioning postgraduate courses in three new colleges this year, dean of the science faculty, Gulbarga University, M. Jayaraj, told the meeting of the Academic Council on Monday that such decisions deprived other colleges of an opportunity to seek permission to run the postgraduate courses.

The meeting of the Academic Council was convened to get the nod for fresh affiliation to postgraduate courses for 2011-12; and fresh affiliations for new colleges and subjects for 2011-12.

Dr. Jayaraj regretted that the university was setting a wrong precedent by deviating from the guidelines. Either the university should cancel the decision to sanction postgraduate courses in the new colleges or provide an opportunity to other collegesin the next academic year, he said.

Vice-Chancellor E.T. Puttaiah, who presided over the meeting, admitted that this deviation should not have happened. He said that the local inspection committee (LIC), while visiting these colleges, should have taken note of it and not recommended the case of these colleges. Rubeen Mallappa, principal of the Vijaya Vidyalaya College, said that the sanctioned postgraduate courses should not be cancelled as the colleges had already invested money to create infrastructure for starting the courses.

Later, the meeting gave approval to 13 colleges to start postgraduate courses.
