Changes in TNPSC Syllabus for Group – I upheld 2013

The Tamil Nadu Public Service Commission’s change of scheme and syllabus for Group – I services examinations has been upheld by the Madras High Court.

Dismissing a writ petition by a candidate challenging a notification of 31st December, 2013 last year announcing the changes for the examination for 2012, Justice K.Chandru observed that for joining any post, a person should have a right aptitude.

Testing a person for aptitude was a must. In this case, it was Grade I post which was the highest under the State service. Therefore, it was open to the State as well as to the TNPSC to test the person’s aptitude.

The petitioner, S.Arunkumar, said he sent a representation in January this year that the syllabus for the preliminary examination was based on a bulletin of August 2004 and did not include the syllabus for general mental ability, such as logical and behavioural reasoning analogies, data analysis, numerical ability and school arithmetic. But the modified notification indicated that 50 questions would be in testing mental aptitude. He had prepared for the examinations based on 2004 syllabus. The time given for preparation was not sufficient.

The Commission said the changes introduced had expanded the scope of the posts, simplified the selection process, ensured accuracy in the selection of right candidates and spurred enthusiasm among serious State civil service aspirants. To test the mental and analytical level of candidates, general aptitude test was included in the preliminary and main examinations at moderate level. The revised scheme as well as syllabus was approved by a committee formed to do an in depth study of the existing recruitment system.

The Judge said no case was made out to interfere with the modified scheme along with the revised syllabus.
